（軍聞社記者蔡宗恆臺北20日電）國防部通信電子資訊參謀次長室次長胡延年中將，今日在立法院外交及國防委員會報告「國軍資安防護整備作為」；他指出，國軍持續發掘資安威脅與弱點，輔導各單位建立資安風險評鑑能力，妥擬風險對策及管控措施，另藉資安相關預算編列，挹注資源於高風險項目的整備，以降低資安風險肇生。胡延年強調，為落實資安防護應變作業，國防部依行政院國家資通安全會報指導，設置「資通安全處理小組」，並策頒相關行政規則，以有效掌握國軍資通安全事件通報及應處，釐清資安事件責任歸屬；另配合行政院資通安全辦公室，執行資通安全事件應變、處置及相關演練作業，適時調整回報、處置與復原等機制。胡延年表示，國防部為避免駭客透過網際網路入侵國軍網路，嚴格落實軍民網路實體隔離，並精進「資安防護管理機制」，同時為強化資安警覺，每月均會進行網路滲透測試，以反覘國軍網路防護強度，並結合年度兵推、演習遂行網路安全演練，驗證「關鍵資訊基礎設施防護」能量，作為未來資安整備參考依據，提升資安防護能力。他進一步表示，為整合資安能量，國防部與政府各部門建立資安合作模式，另規劃與國內外學術研究機構交流，派員參與各部會資安健診及稽核工作，汲取資安防護經驗與技術。胡延年並說明落實資安教育的重要性，指出在國軍基礎教育階段，各軍事院校規劃，專業系所，於分科、進修及深造等軍事教育階段，安排相關課程，使各級幹部均具備基本資安素養；有關資安幹部在職訓練部分，每年辦理高階資安長、資安官講習，以強化其職能；另外，為加強專業部隊本職學能，年度編列相關預算，爭取行政院等單位訓練資源，輔導獲得專業證照，以滿足國軍網路防護實需。胡延年並指出，近年中共除了致力經濟改革外，從各種情資顯示，網路戰力已成為中共建軍主軸之一，國軍為肆應此種不分平戰，沒有煙硝的新型作戰型態，刻正加速規劃與建立國軍防護戰力，並於後續組織調整落實執行，另配合行政院資安能量整合指導，賡續派員執行政府機關資安健診及網路演練等任務，據以提升國家整體網路防護強度?
